On behalf of my colleagues at PAC and myself, I wish to express our corporation’s commitment to provide our clients globally with services of the highest standards of product quality and technical excellence available today. We, at PAC, have built the corporation’s success on our performance, product quality and commitment to client service. We have survived and prospered over the past 34 years in a business climate that demands only superior performance. Our client base consists of public and private corporations who continually return to PAC for support in solving current problems or planning for future operational improvements.
PAC projects are staffed and organized to meet the needs of each individual task assignment. We pride ourselves on a cost efficient organization that is particularly attuned to the demands of constrained budgets and limited schedules. Senior staff members directly accountable to one of the corporate officers manage PAC projects. Below is a brief biography of each of PAC’s Senior Leaders. Mr. Ted J. Estes is the President & CEO of Project Assistance Corporation and has 30 years extensive experience in nuclear power, telecommunications, biotech, power plant construction, spent fuel cask fabrication, project management of large scale projects both domestically and internationally, Mr. Estes has experience in vendor surveillance and qualification and is an expert user of Primavera products. Mr. Estes implemented Project Management Platforms in Indonesia, Saudi Arabia and Hong Kong. Mr. Estes has managed large scale billion dollar projects involving resources and equipment across multiple countries, regions and clients. Mr Estes has a long history of experience in nuclear power quality assurance and government services.

Mr. Gouveia is Senior Vice President of Project Assistance Corporation and has over 30 years experience in the nuclear power plant industry. Mr. Gouveia is responsible for the business management of the Government Services portion of the company as well as providing consulting services in the development, implementation and audit of quality assurance programs for commercial nuclear power plants. Mr. Gouveia has provided expert testimony before the ASLAB license hearings. Mr. Gouveia has PE in Nuclear Engineering and has consulted in all aspects of nuclear power.

Mr. Ron Fincher is the Senior Vice President of Nuclear Services for Project Assistance Corporation and has over 30 years experience in nuclear power plant construction, start-up, operations, and plant modifications, including steam generator and reactor head replacement, of which, over 20 years are in supervision and management. Mr Fincher has extensive experience in nuclear and non-nuclear QA program development and implementation. Mr. Fincher has developed and implemented audit, surveillance, and inspection programs for utilities and manufacturing/construction companies, as well as performed audits, assessments, surveillance, and inspections, of utility and supplier organizations, Mr. Fincher has developed human performance monitoring and training programs and QA program core processes and s a qualified Lead Auditor (NQA-1 and ISO ) and Six Sigma Green Belt.

Mr. Dennis Langston is the VP Quality Assurance for Project Assistance Corporation with over 30 years of quality assurance/quality control experience in various industries to include commercial nuclear construction and operation, oil & gas onshore and offshore exploration, petrochemical, nuclear waste treatment and infrastructure construction projects. Mr. Langston has experience in nuclear and non-nuclear QA program development, implementation and management. Mr. Langston’s work experience includes the performance of internal and supplier QA audits as a lead auditor/auditor to recognized quality industry standards (NQA-1, 10CFR50 Appendix B, NUPIC, and ISO-9001). Additionally he has expertise on Commercial Grade Dedication.

Mr. Tarek Khoury is the Engineering Director of Project Assistance Corporation and has over 15 years experience as a project manager/project engineer in the engineering and construction industry both domestically and internationally. Experience includes environmental remediation, water waste water plant construction, chemical plant rehabilitation, refinery construction and renewable energy design and construction. Mr. Khoury is a professional engineer, MSME and Six Sigma Black Belt.

Mr. Thomas L. Petersen is Senior Vice President of Project Assistance Corporation and has 28 year experience in Project Management/Project Controls with emphasis in the planning, cost control and performance measurement of engineering, construction and telecommunications projects. He is a world class expert user of Primavera products. Provided consulting services to telecommunications industry in various international locations. Managerial responsibility for various projects and project controls groups. Extensive experience in international large scale projects and control groups. Extensive experience in international large scale projects in Saudi Arabia, Indonesia, Thailand, Dubai, Qatar, England and Hong Kong. Mr. Petersen manages services for the commercial industrial clients with projects in oil and gas, nuclear power, manufacturing, biotech and shipping.

Mr. Clarence A. Cook is Senior Vice President Fossil Power of Project Assistance Corporation and has over 35 years of experience in the power generation industry. Mr. Cook is one of the founders of PAC and has a wide range of experience including consulting for major utilities in the design, construction, operation, maintenance and repair of nuclear and conventional power plants; design, construction, overhaul, and refueling of naval nuclear powered submarines; and operation and maintenance of merchant marine ship propulsion systems. As a co-founder of Project Assistance Corporation in 1976, Mr. Cook is responsible for the continued project management of the Mirant client's power generation services portion of the company.
